Between May 12th and 29th the Spanish Navy is participating in a joint maritime security exercise in collaboration with other State departments with responsibilities in the maritime domain in 11 different scenarios throughout the Spanish coast.

MARSEC 15 is intended to enhance training and cooperation opportunities between the Spanish Navy and institutions like the Police, the Guardia Civil (Gendarmerie), and other civilian organizations engaged in maritime issues.

On May 12th the envisioned scenario for the Canary Islands and approaches, contemplated an exercise to counter illegal activities: maritime terrorism, drug trafficking, emergency situations in port, security of port facilities, and public health issues in the event of radioactive pollution. The drills were conducted at sea, in Las Palmas Port and OPCSA facilities.

The offshore patrol vessel (OPV) ‘Meteoro’ operated as ‘target’ ship, whereas the OPV ‘Tornado’ was engaged in Maritime Security Operations (MSO).

The theatre of operations included the following simulated scenarios:

  • Ship conducting alleged illegal activities.
  • Maritime terrorism.
  • Illegal trafficking of radioactive material in port.
  • Terrorist threats in port.
  • Possible radioactive pollution of personnel.

The objectives of the exercise were:

  • Implementation of the Convention for the Suppression of Unlawful Acts (SUA) against the Safety of Maritime Navigation.
  • Training of OPVs with Marine Corps Security Teams.
  • Training of OPVs with Air Force 802SQN helicopters.
  • Implementation of the Protocol against the illegal trafficking of radioactive material.
  • Management and implementation of the Regulations on the Protection of Ships and Port facilities.
  • Radioactive control of personnel.
  • Control and transport of people under arrest.
  • Public relations.
  • Training on command, control and communications with all actors involved.

The Spanish Navy collaborated with 2 Offshore Patrol Vessels, the Naval Operations Centre and a Marine Corps Security Team.
