MARSUS-UMS

MARSUR is a European Union initiative, led by the European Defense Agency (EDA), for the exchange of information between European navies.

This community of countries with a shared interest in improving maritime surveillance have a technical solution enabling information exchange among European Maritime Operations Centres (MOCs). With 19 Member States plus Norway, this forum aims to improve the “Shared Maritime Situational Awareness” by facilitating the information exchange and using a system that provides operational maritime services such as ship positions, tracks, identification data, chat or images.

MARSUR is currently evolving to a new MARSUR 3 version that will provide new capabilities and functionalities, including:

• A security layer protecting the exchange of classified information.
• Increased automation.
• Deployable service on board naval units.

The PESCO UMS (Upgrade of Maritime Surveillance) Project aims at the creation of a Maritime Surveillance system that combines existing systems and innovative solutions in order to achieve an adequate Maritime Situational Awareness through information received in real time from shore stations, manned and unmanned systems.

The basic objectives of the project are as follows:

• To contribute to the overall EU strategy, which recognizes Maritime Security as crucial to the defense and security priority of the European external action and security order.
• To increase the EU’s response capability by maximizing the use of land-based surveillance systems and maritime and airborne platforms.
