He obtained the rank of Quartermaster Lieutenant in 1987 after five years at the Naval Academy.

His first assignment was as Head of the Economic and Administrative Service (SEA) and Supply Officer of the Destroyer ‘Churruca’. Upon completion of that tenure, he was assigned as Head of the SEA and Supply Services of the Canary Islands’ Marine Corps.

He was promoted to Captain in 1990 and appointed Head of the Support Unit for the Canary Islands’ Maritime Area until July 1994, when he embarked on the frigate ‘Victoria’ for a two-year period.

He was subsequently assigned to the Spare Parts Service at the ‘Carraca’ Arsenal (1997-1999).

Upon his promotion to Commander in 2000, and after completing his Systems Analyst specialization, he was assigned to the Accounting Section of the Directorate of Economic Affairs as Head of Information Technology, where he simultaneously completed a Master's in Business Administration (MBA) at the ‘Instituto de Empresa’ Business School.

After completing the Armed Forces Staff Course, he was assigned to the Spanish Navy's Plans Division and, two years later, he was appointed Technical Advisor to the Secretary of State for Defense, a position he held for three years (2009-2012).

During this period, he also coordinated the preparation of the Ministry of Defense's Corporate Social Responsibility Reports for 2009 and 2010, for which he received two individual commendations from the Secretary of State.

General Montero has extensive international expertise, having served as Chief of the National Support Element of the Joint Force Command HQ Naples (Italy) from August 2003 to September 2006, and as Financial and Armament Attaché in Washington from July 2012 to July 2015.

After completing this assignment, he was posted as Chief of the Naval Material Unit at the Logistics Support Headquarters until October 15, when he took over as Chief of the Accounting Section of the Spanish Navy's Directorate of Economic Affairs.

On January 22, 2016, he was promoted to Colonel, remaining in the Accounting Headquarters until the following month, when he was appointed Chief of the Economic-Administrative Area of the Economic Management Sub-directorate of DIGENECO.

On November 19, 2021, he was promoted to Brigadier General, and appointed Director of Economic Management at the Logistics Support Headquarters, a position he held until September 1, 2025.

On September 2, 2025, he was promoted to Major General, and on September 4, he was appointed Director of Economic Affairs for the Spanish Navy.

General Montero completed the following courses at the NATO School in Oberammergau (Germany): the NATO Staff Officer Orientation Course, the Resource Management Education Program Course, and the Multinational Joint Logistics Centre (MJLC) Expeditionary Logistics Course.

He also completed the 5th Advanced Financial Management Course (2009), the 19th Advanced Logistics Management Course (2011), and the 18th Course for Flag Officers’ promotion (2016).

He has a Systems Analyst Specialization diploma and has completed several advanced training courses.

From November 2020 to June 2021, he completed the ‘Executive Program in Public Sector Governance’ at the ESADE Business School.

He has been awarded the following decorations: the Grand Cross of Naval Merit, five Naval Merit Crosses, one Military Merit Cross, one Aeronautical Merit Cross, two Civil Guard Merit Crosses, the NATO Medal (former Yugoslavia), the Moroccan Peace Medal, the Defense Medal (Silver) of the French Republic, and the Grand Cross, Badge, Commendation and Cross of the Order of ‘San Hermenegildo’.

He was born in Madrid in 1962. He is married and has two children and seven grandchildren.
